The confrontation between the executive and legislative branches reached its peak in September and October. Armed clashes took place in Moscow on 3–4 October, and the House of Soviets was shelled and stormed. Images of the burning White House became a defining image of the period.

On 12 December, a nationwide vote adopted the Constitution of the Russian Federation, alongside elections to a new parliament. The structure of state power was changing. The year combined acute conflict with the formation of new political institutions.
