Satellite link monitoring and diagnostics / 2001 · development; 2002 · support

I.V.A. developed software for the Bank of Russia’s satellite communications monitoring and diagnostics system. I.V.A.’s work was carried out through GUP NPC “Spurt”, a state unitary enterprise and the lead contractor for the Bank of Russia project. It focused on the condition of links and equipment, telemetry collection and the organisation of diagnostic tests.

01

Challenge

In a distributed satellite network, an individual error message does not explain the cause of a fault. Diagnosis requires equipment status, telemetry parameters and link test results to be considered together. The software had to connect these measurements and give the operator a coherent view of network condition.

02

Our contribution

I.V.A.’s work concerned the software for the Bankir network’s monitoring and diagnostics system: technical design, software development and subsequent support. GUP NPC “Spurt” was the lead contractor, through which I.V.A. carried out its work for the Bank of Russia. This engineering project combined interaction with measurement equipment, data processing and operator tools.

03

Solution

The architecture connected central and regional monitoring segments. The telemetry subsystem was designed to receive equipment messages and retrieve parameters on request, converting them to a common representation. The link testing subsystem provided for measurement control and interaction with BER testers, which measure the proportion of incorrectly transmitted bits. Operational monitoring was intended to correlate messages from several subsystems, identify the type of fault and prepare recommendations for the operator. This organisation placed individual measurements in the context of link and station condition.

04

Outcome

Software development dates to 2001; I.V.A. provided support in 2002. The project brought telemetry, diagnostic measurements and operator monitoring together in a software system for the Bank of Russia’s satellite communications.

05

Historical assessment

The engineering significance of this early-2000s work lies in connecting distributed measurements with diagnostic logic. Data from different devices and subsystems had to be reconciled, link testing coordinated and results made useful for operational decisions. In I.V.A.’s history, the project demonstrates experience at the intersection of telecommunications, measurement equipment and event processing.
